2024 Bill Foust Scholarship Fund Now Accepting Applications!


The Mount Vernon Manor Citizens' Association (MVMCA) is thrilled to announce that applications are now open for the ​2024 Bill Foust Scholarship Program. In memory of Bill Foust, a significant community figure and a founding member of ​our association, we continue to support the academic and leadership potentials of our young residents.


This year, scholarships ranging from $500 to $1,500 will be awarded to eligible college-bound students within our ​community. These awards are a testament to our belief in the power of education and its role in fostering community ​leadership.


Application Checklist and Requirements:

  • Applications must be fully completed and include all requested attachments.
  • Applicants must be graduating students residing within the Mount Vernon Manor area and members of the MVMCA.
  • Recommendations must come from non-family members, and the essay should be between 200-500 words.
  • Application and all documents must be submitted by 6:00 PM on June 2, 2024. Late or incomplete applications ​will not be considered.


How to Apply:

  1. Ensure all parts of the application are completed, including transcripts, letters of acceptance, recommendations, and ​essay.
  2. Hand deliver or mail completed applications to:
    • James Perkins, 8700 Gateshead Road (drop box on front porch)
    • Marella Ruelas, 8801 Falkstone Lane (mailbox)


Selection Criteria:

  • Academic potential, leadership qualities, character, community service, and school activity involvement will be ​evaluated.
  • Winners will be notified by June 7, 2024, and scholarships will be awarded by the MVMCA President directly to ​recipients.

Thank You for Your Support - A Message to Our Community


A Message from Our New President of MVMCA


Dear Friends and Family of Mt. Vernon Manor Community,


I am deeply honored and humbled by the trust and support you have shown in electing me as your president. This new role excites me greatly, and I extend my heartfelt gratitude to each of you for the opportunity.


Foremost, I must acknowledge Alan Golombek's unwavering commitment and dedication to our community. His efforts have been instrumental, particularly during challenging times. I am committed to building upon his impressive legacy. The strength and diversity of our community, the very attributes that drew Ana and me to Mt. Vernon, are qualities I am dedicated to preserving and enhancing. As your president, I pledge to keep our neighborhood an exceptional and welcoming place.


Looking ahead, my focus will be on cultivating strong connections among residents, ensuring accessible community events for all, and enhancing our collective security and happiness.


  • To rejuvenate our community, I have several key initiatives planned: reintroducing and organizing major events like a trash collection day, a July block party, a spring picnic, and launching the "NeighborAid Network" initiative to assist neighbors that can use a helping hand.
  • Create a safe forum for discussing and effectively addressing safety concerns with local authorities; understanding the needs of our community, while bringing back the role of block captains to improve communication, rapidly address community needs, foster unity, and elevate the quality of life for residents.
  • Increase our membership from 143 to 200 and recruit members to fill out community chair vacancies, thereby bolstering community engagement and our collective impact.


Mt. Vernon is more than just a residence for Ana and me; it is a community we deeply value and are dedicated to nurturing. It presents the perfect backdrop for raising our family and contributing to its flourishing future.


I am blessed to work alongside a remarkable team: Marrella Ruelas (new Vice President), Bair Stanford ( new Treasurer), Gina Sales, Keith Kerr, Linda Noble, and Mike Morgan. Their collaboration promises a bright future for our community.


Once again, I thank you for your trust and support. Ana and I eagerly anticipate working with each of you to enhance our community.


We wish you a joyous holiday season filled with peace, love, and happiness, and look forward to a prosperous new year together!

**This message is sent on behalf of the MVMCA Scholarship Committee Chair Alfons Skudlarek


"I am pleased to announce that this year's Bill Foust Mount Vernon Manor Citizens Association (MVMCA) scholarship was awarded to Cami Lee.


Cami was presented with a check for $1,500 and an award letter which will be read at her school's Awards Convocation Ceremony in June.


Cami will graduate from Mount Vernon High School with a 3.532 GPA and has been on the honor roll for four years.

She has also volunteered in the community and has work experience. Cami will attend Radford University this fall where she was awarded the Highlander Distinction Scholarship. Her career goal is to be an Observational Astronomer. Cami easily met all the requirements for the scholarship and we wish her all the best in her future endeavors. Congratulations!"
